The first task: Reviewing and evaluating the
proposals and visions of the plan
This task is based on counting, classifying,
evaluating and reviewing the recommendations of the local and detailed plan for
Buraidah city in light of the developments that have occurred upon the city and
their impact on the needs and aspirations of the local community.
The second task: the introductory plan
The consultant prepares the scientific material and the various means of clarification, to present the outputs of the local and detailed plan of the city to all concerned government agencies and the civil sector, including investors and citizens, within workshops in which these outputs are defined, and to clarify the positive impact of their application, in terms of urban, social and economic development targeting the interest of society as a whole.
The ultimate goal of this mission is to prepare government institutions and civil society, to make the recommendations of the local and detailed plan, its goals and ambitions a societal culture through a set of tasks:
First: Holding workshops, seminars and meetings.
Second: Preparing media programs (articles / radio and television programs / the Internet).
Third: Permanent and direct contact with the concerned ministries and sub-departments.
Fourth: Stimulating the private sector and offering investment opportunities.
Fifth: Holding periodic meetings with development partners.
Sixth: Assisting the municipality in issuing induction brochures.
The third task: the unit concerned with
following up the activation of the plans
Developing the institutional system for the Department of Development Affairs in the city of Buraidah, in light of the proposed programs and projects to be implemented until 1450 AH, which require the existence of an institutional framework capable of decision-making in all issues related to the process of embodying the proposed programs and projects on the ground, which necessarily requires identifying the responsible party about implementation. The proposed entity – in this case – is considered the general coordinator between the various departments, and it also undertakes the follow-up of the executive steps of each department in its regard.
The fourth task: Updating service and utility programs and following up on their implementation.
The main objective of this mission is to develop a software mechanism to collect updated data for the various service units of the concerned government departments. It was prepared according to the local and detailed plans to be included in the geographical database. In this way, the data could be updated on an ongoing basis through continuous coordination with the authorities responsible for services and facilities, where the basic information about those units is clarified in the plan (whether they have been implemented, proposed or approved, and the date specified for implementation) and linked to the geographical database.
The fifth task: estimating the required budget
It includes estimating the budgets needed for development activities at the city level, based on the plan recommendations, and in coordination with the Municipality to link them to the five-year plans of the country.
