The Al-Qassim Municipality electronic portal and its related services and websites are made available for your personal use. Your access to and use of this portal are subject to the terms and conditions of use and the laws applicable in the Kingdom. Accessing and using the portal and its services constitutes unconditional acceptance of these terms and conditions, whether you are a registered user or not. This acceptance becomes effective from the date of your first use of this portal.

Any modification to these terms and conditions becomes effective immediately upon its announcement, unless stated otherwise. Continued use of the portal after any such announcement constitutes full acceptance of the amendment.

Usage Restrictions

 By using the Al-Qassim Municipality portal and its services, you agree to refrain from the following:
  • Uploading or sharing files that contain software, materials, data, or information that you do not own or do not have a license to use.

  • Uploading or sharing files that contain viruses, corrupted data, or malicious software, or performing any action that may affect the integrity, reliability, or availability of information on the portal.

  • Publishing, advertising, distributing, or sharing defamatory, illegal, pornographic, obscene, or otherwise inappropriate content that violates Islamic teachings or public morals through the portal's services.

  • Using any device, software, or procedure to interfere or attempt to interfere with the proper functioning of the portal.

  • Taking any action that places an unreasonable or disproportionate load on the portal's infrastructure.

  • Any act that violates the Anti-Cybercrime Law or any other relevant law in the Kingdom.

Use of Links to the Al-Qassim Municipality Portal

Creating any links to the portal or displaying it within frames, or posting its links on any site is prohibited, except for links to services in websites whose goals and general orientation do not conflict with the objectives, policies, and frameworks of the Al-Qassim Municipality's electronic services.

Al-Qassim Municipality shall not be considered in any way a participant in or associated with any trademarks, logos, symbols, or other means used or appearing in the portal services or their content unless officially approved by the competent departments.

Al-Qassim Municipality reserves the full right to disable or block any link from any unauthorized site, or one that contains inappropriate, offensive, infringing, obscene, or illegal content, or any names, materials, or information that violate any law or public/private rights.

Al-Qassim Municipality shall not be responsible for any content available on other websites accessed through this portal or its services.

Intellectual Property Rights

The General Department of Information Technology at Al-Qassim Municipality technically oversees this portal. All its contents, including services and information, are the property of Al-Qassim Municipality and are fully protected under Saudi copyright, trademark, and intellectual property laws unless otherwise stated.

It is prohibited to sell, license, lease, modify, copy, reproduce, republish, download, advertise, transfer, distribute, publicly display, edit, or create derivative works from the portal’s services and materials for public or commercial purposes without prior written approval from the General Department of IT at Al-Qassim Municipality — except for scientific and research purposes, in which case referencing the portal is required.

Any modification of the portal content is strictly prohibited.

All images and graphics on this portal are protected by copyright and may not be reproduced or used in any manner without prior written permission from the IT department at Al-Qassim Municipality.

Termination of Use

Al-Qassim Municipality may, at its sole discretion, terminate, restrict, or suspend the user's access to and use of the portal services without notice and for any reason, including violation of the terms of use or any conduct deemed unlawful or harmful to others. In such cases, the user is no longer permitted to access the services.

Jurisdiction

The user is subject to the judicial laws in force in the Kingdom of Saudi Arabia.

Limitation of Liability

The electronic services provided by the Al-Qassim Municipality portal are intended to facilitate manual procedures. The user acknowledges full awareness that communication over the Internet may be subject to interference or interception by third parties. The portal and its services do not replace official sources, and administrative procedures can be completed directly with relevant authorities. Therefore, using this portal is at the user’s own responsibility, and the Municipality shall not be liable for any losses or damages resulting from using or relying on any information, opinion, or announcement on the portal, or any delay in operation, connection failure, internet issues, equipment or software malfunction, or user behavior. The user agrees that the sole remedy for any loss or damage from using the portal is to stop using or accessing it.

Virus Protection

The IT Department at Al-Qassim Municipality makes every effort to test and scan the portal contents. Users must run antivirus software on all downloaded materials. The Municipality assumes no responsibility for any loss, interruption, or damage to user data or devices from using the portal or its contents.

Disclaimer

The Al-Qassim Municipality portal, its services, information, materials, and functionalities are provided "as is" and "as available" with no guarantees or warranties. The Municipality does not guarantee or accept liability for any disruptions, errors, or violations arising from use of the portal or its content or any linked sites, whether or not the Municipality is aware of them.

The user shall not have ownership rights to any communications or information sent via the portal's services, nor any guarantee of confidentiality. The interactive features of the services do not grant the user any rights, licenses, or privileges of any kind.

Indemnification

The user agrees not to take any action against Al-Qassim Municipality, its employees, or those responsible for managing, maintaining, updating, or providing the portal, and to hold them harmless from any obligations, responsibilities, or compensations resulting from the use of the services, whether due to breach of terms or any applicable laws in the Kingdom or the user’s country of residence.

Comment and E-Participation Standards

All comments submitted through e-participation channels are filtered to ensure compliance with comment publishing standards. The administration reserves the right not to publish any comment deemed inappropriate. Publishing standards include:

  • The commenter must adhere to public decency, Saudi laws, and Islamic teachings, and avoid inappropriate or offensive language.

  • The comment must be relevant to the discussion topic and not deviate from it.

  • Personal criticism that does not add value to the discussion should be avoided.

  • Avoid sectarian rhetoric, racism, or religious disputes.

  • Ensure accuracy when quoting religious texts, and it is preferable to leave such discussions to specialists.

  • Do not share personal information, including contact details.
